Also make sure that the number of boxes matches the number of goals. Despite the deficiency of boxes in this template level, it is still possible to "win" the level. I did this on purpose so that you can see that the placeholder for the link for the next level can revealed.

However, because this is the last template level, solving the level reveals only a placeholder for a link to the next level.
